How to Convert a Digital Photo to Passport Photo Size

Converting a regular photo into a compliant passport photo requires more than just resizing. You need the correct pixel dimensions, the right DPI for print, the sRGB colour space, and a precisely cropped face. This guide explains the formulas and steps to get it right.

Common Passport Photo Sizes

The ICAO international standard for passport photos is 35mm wide × 45mm tall. This format is used by the majority of countries, including all EU and Schengen states, Switzerland, Australia, and the UK. However, several major countries use different dimensions.

Country / DocumentSize (W × H)ICAO standard?
EU/Schengen, CH, AU, UK35 × 45mmYes
USA (passport, visa, USCIS)51 × 51mm (2×2 inch)No — square format
Canada (passport, study permit)50 × 70mmNo — taller format
UK visa (UKVI)45 × 35mm (portrait)No — height listed first

Non-ICAO formats

The US 2×2 inch (51×51mm), Canada 50×70mm, and UK visa 45×35mm are not interchangeable with the ICAO 35×45mm format. Always confirm the exact dimensions required for your specific country and document type before converting.

Resolution Requirements: DPI and Pixels

DPI (dots per inch) describes how many pixels are packed into each inch of a printed photo. A higher DPI produces sharper printed images. For digital-only submissions, DPI metadata is often irrelevant — what actually matters is the total pixel count.

The conversion formula

pixels = (millimetres ÷ 25.4) × DPI

Example: 35mm at 600 DPI = (35 ÷ 25.4) × 600 = 827 pixels wide

Example: 45mm at 600 DPI = (45 ÷ 25.4) × 600 = 1063 pixels tall

Do not reduce quality below the minimum

Do not reduce quality or resolution below the minimum — blurry or pixelated photos will be rejected. Use 600 DPI for print files and ensure at least 400 pixels on the short side for digital submissions. Never save a JPEG at a quality setting below 80%.

File Format: JPEG and sRGB

JPEG (also written JPG) is the standard file format for passport photos. Government portals and printing services universally accept JPEG. PNG and TIFF are technically lossless but are rarely accepted by submission systems.

The colour space must be sRGB. Do not use CMYK, Adobe RGB, or ProPhoto RGB — these colour spaces can cause unexpected colour shifts when the file is processed by government systems or printed by standard photo labs. Most cameras and smartphones save in sRGB by default, but image editors can change this setting accidentally.

Cropping: Face Proportion and Centring

Correct cropping is the most technically demanding part of passport photo conversion. The face must occupy the right proportion of the frame and be precisely centred.

1

Centre the face horizontally

The midpoint between the two ears should align with the centre vertical axis of the photo. A tilted or off-centre head is a common rejection reason.

2

Apply the 70–80% face height rule

The face (measured from the bottom of the chin to the top of the head, including hair) should fill 70–80% of the total photo height. For a 45mm photo, this means a face height of approximately 29–36mm.

3

Leave space above the crown

There must be a small gap between the top of the head and the top edge of the photo. ICAO requires at least 2mm. Do not crop the top of the head.

4

Eye line check

The eyes should be positioned approximately 56–69% of the photo height measured from the bottom edge. This is the biometric anchor point used by facial recognition systems.

5

Ears must be fully visible

Neither ear should be cropped. If an ear is cut off, the photo will likely be rejected.

Background: White, Off-White, or Light Grey

The background must be plain and uniform. Most countries accept white or off-white. Some countries (UK, Netherlands, Germany) also accept a very light neutral grey. Blue, cream, or patterned backgrounds are not acceptable.

To remove a background digitally, AI-powered tools identify the face and body outline and replace the existing background with solid white. When using this approach, check that the resulting photo has no visible halo around the hair, no residual colour from the original background, and no shadows cast onto the new white background.

What to Look for in a Conversion Tool

Smartphone cameras are capable of producing photos with sufficient resolution for passport photo conversion. Modern smartphones typically capture images at several megapixels — far more than the minimum required. The quality of the lens, the available light, and whether the photo was taken without digital zoom are more important than the megapixel count.

When evaluating an online conversion tool, look for the following capabilities:

  • Automatic face detection and ICAO-compliant cropping
  • Correct output pixel dimensions for your target country
  • Background removal and replacement to plain white
  • sRGB colour space output
  • JPEG export with configurable quality
  • Compliance check: does it verify head proportion and eye position?

Frequently Asked Questions

What pixel size should a 35×45mm passport photo be at 600 DPI?

At 600 DPI, a 35×45mm passport photo is 827×1063 pixels. Use the formula: pixels = (mm ÷ 25.4) × DPI. So 35 ÷ 25.4 × 600 ≈ 827px wide; 45 ÷ 25.4 × 600 ≈ 1063px tall.

What DPI do I need for a digital passport photo submission?

For print, 600 DPI minimum is recommended. For digital portals, DPI metadata is usually ignored — what matters is the pixel count. Most portals need at least 400px wide; many prefer 600px or more.

What file format should I use for a digital passport photo?

JPEG in sRGB colour space is the standard. PNG is occasionally accepted but JPEG is universally supported. Do not use CMYK. Keep file size within the portal's stated limit.

How do I remove the background from a passport photo?

AI-powered background removal tools detect the face outline and replace the background with plain white or light grey. Check that no colour halo or shadow remains around the hair after removal.

What face proportion should a passport photo have?

The face (chin to crown of head) should occupy 70–80% of the photo height. For a 45mm tall ICAO photo, this is approximately 29–36mm of face height.

Can I convert a landscape photo to passport photo format?

Yes, if the original photo shows the full head and shoulders. Crop to the correct aspect ratio and ensure the face fills 70–80% of the frame height. Do not use digital zoom — it reduces resolution.

Always verify current requirements with the official authority before submitting your passport photo. Technical requirements vary by country and submission portal.
